The evaluation of the overall Effectiveness of the Project Enhanced Vocational Education and Training Project-II

In partnership with Enhanced Vocational Education and Training Project-Second (EVENT Project-II), PS, ERDCN has been conducting The study of the overall Effectiveness of the Project Enhanced Vocational Education and Training Project-II.
The Enhanced Vocational Education and Training Project-II (EVENT) is being implemented under the leadership of the Ministry of Education Science and Technology (MoEST). This project is financially supported by the World Bank.  A designated body i.e., the Project Secretariat has been entrusted with the role of facilitating the implementation of numerous activities under the EVENT project. The EVENT-II was approved and started to implement in January 2018 and was originally scheduled to close on 15 July 2022. However, due to the COVID pandemic several activities couldn't be completed as initially planned, as things started getting better, the GoN and World Bank agreed on a no-cost extension up to July 16, 2023.
The main objectives of the evaluation are as follows:
•    Evaluate the impact of the project in terms of relevance, efficiency, effectiveness, sustainability, and overall performance based on the Project Design Objective, Disbursement Linked Indicators, and other indicators of the Results Framework
•    Document the good practices, lessons learned, and Disbursement Linked Indicators and other indicators of the Results Framework for future TVET policy and practice and emerging and innovative approaches for the future TEVT project.
•    Identify the factors that contributed to success, gaps, and challenges. 
•    Identify the appropriateness of the design and implementation arrangements of the project.
•    Find out the fiduciary risk and safeguarding performance of the project (financial management, procurement, and environmental and social safeguards) at the appropriate level (national, institutional).
•    Assess the effect of the pandemic on the project and the ability of the Project Secretariat (PS), the Project Implementation Committee (PIC), MOEST, and GON to mitigate these effects and implement project activities at the sector and the institutional levels.
•    Determine the role of the World Bank (it can be defined shortly) in supporting project implementation.
